Beschreibungen:	Welche Konsequenzen politische Einflussnahme auf Vorgänge in einer öffentlich-rechtlichen Rundfunkanstalt haben kann, zeigt der Fall des Nikolaus Brender, dessen Vertrag als ZDF-Chefredakteur aufgrund einer politischen Mehrheitsentscheidung im ZDF-Verwaltungsrat nicht über das Jahr 2010 hinaus verlängert wurde. Das Ringen des Intendanten mit den gegensätzlichen Positionen der SPD- und Unionsnahen Verwaltungsräte, angeführt von den politischen Schwergewichten Kurt Beck und Roland Koch, blieb lange eine interne Personalangelegenheit, bis sie in die Öffentlichkeit drang und eine aufgeregte Debatte über den parteipolitischen Einfluss im öffentlich-rechtlichen Rundfunk auslöste. Letztlich verpflichtete das Bundesverfassungsgericht das ZDF, die Zusammensetzung der Formalgremien neu zu strukturieren. Politische Entscheidungsprozesse sind ohne informelle Entscheidungsvorbereitung nicht denkbar, auch wenn demokratietheoretisch der politische Prozess immer Transparenz und Öffentlichkeit zur Legitimation verbindlicher Entscheidungen einfordert. Im politischen Alltag hat sich eine informelle Kommunikationskultur ausgebildet, an der sich Journalisten und Politiker gerne und intensiv beteiligen. Ziel der vorliegenden Studie ist es, den informellen Entscheidungsprozess sichtbar zu machen, der neben der formalen Inszenierung der politischen Vorderbühne auf der informellen Hinterbühne ablief, wo andere Spielregeln herrschen, um die Frage zu beantworten: Wie kam es zu der Entscheidung im Fall Nikolaus Brender? The case of Nikolaus Brender, former editor-in-chief of the German public television network ZDF, highlights how profound an impact the exertion of political influence can have on the dealings of a public service broadcaster. In Brender’s case, a politically motivated majority decision not to extend his contract beyond the year 2010 was taken by the ZDF administrative council. For a while, the Director-General’s struggle with the opposing positions of social democrat leaning and conservative council members, led respectively by the political heavyweights Kurt Beck and Roland Koch, remained an internal personnel affair. However, when details began to leak out, a heated public debate on the influence of party politics on German public broadcasting was triggered. Ultimately, a ruling by the Federal Constitutional Court obliged the ZDF to restructure the composition of its formal bodies. According to democratic theory, political processes always require transparency and publicity to legitimise binding decisions. However, political decision-making would be inconceivable without informal processes preparing these decisions. In day-to-day politics an informal communication culture has come about, a culture which both journalists and policy-makers like to be part of. The goal of this study is to cast light on the informal decision-making process that took place behind the scenes, informally and with its own set of rules, of the carefully staged production on the political centre stage, with the aim of answering the question as to how the decision was made in the case of Nikolaus Brender.
